This is precisely what Americans project, especially those who worked in the aid sector. They object to stripping of a state which can deliver social services, but want our societies to have permanent begging bowls, and, where they should have international careers, flourishing amongst weak states who can't deliver shit. They want a good strong welfare state that functions but want us to be bombed , be vassals, and have begging bowls to provide shit quality social services.
