Sacrifice of wearing a cotton mask during a Pandemic

Why can't people wear face masks? Cab drivers, food delivery guys, shop keepers laugh when I ask them why they aren't wearing a mask. Or, they'll retort: "Aren't you Muslim? Muslims shouldn't fear anything except God." During my evening walks in one of the well - to - do areas of the city, I notice that hardly 5% of people wear masks. What excuse do they have? The national and religious narrative is one of sacrifice: this country was made by sacrifices of Muslims and soldiers; we must sacrifice animals to please God; we must sacrifice individual desires for communal and clan respect; we must sacrifice something to get something. Then, why can't this notion be applied to ours and others' safety? Why can't people wear a piece of cloth over their faces during this catastrophic year of COVID19?
